Why did my image get smaller in pixels too?

Very small targets cannot be reached by lowering quality alone, so the tool also reduces the width and height until the file fits.

Can I keep PNG format?

PNG has no quality setting, so it cannot be tuned to a size. Images are saved as JPG or WebP.
